Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Considerable effort is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capability afforded by current data. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon fired at a unmanned aircraft close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a need that regional partners are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The 28-point plan from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
